AFFORDABLE HOUSING ADVICE

Senior affordable housing advice for developers and landlords who need it.

the challenge we solve

Private developers face affordable housing obligations they often don't fully understand, and registered providers and local authorities receive affordable housing offers they don't always know how to evaluate. Both sides routinely leave value on the table, developers underselling the affordable element of their schemes, and landlords accepting partnerships that don't serve their long-term interests.

Getting this right needs someone who has sat on both sides of that negotiation, not just one.

who we are

Ground Up Consulting's Affordable Housing Advice service is led by Fiona Astin, a housing and regeneration consultant with over 35 years' experience across the housing association, local authority, and residential development sectors.

Fiona advises private developers, from local to national, on maximising the value of their affordable housing obligations, helping them secure the best possible price and registered provider partner for the affordable element of their schemes. She brings the same depth to landlords and local authorities, having spent a career in senior development roles delivering S.106 and land-led schemes from the registered provider side, and led council-side reviews of sites and disposal opportunities at various south coast authorities.

This is advice built on having negotiated affordable housing obligations from both sides of the table.

what we offer

We work with clients in two complementary ways. Engagements are scoped to the scheme, not to a fixed product.

Developer advisory. Advice to private developers on structuring and maximising the value of their affordable housing obligations, and securing the right registered provider partner. The "get the best outcome from this obligation" engagement.

Landlord and local authority advice. Advice to housing associations and local authorities evaluating affordable housing offers, S.106 negotiations, or registered provider partnerships. The "is this the right deal for us" engagement.
