site value optimisation

Senior site and asset appraisal for landlords who need to know what a site is really worth.

the challenge we solve

Local authorities and housing associations routinely sit on land and property assets without a clear, current view of what those assets are actually worth, or what they could be worth under a different use, tenure, or disposal route. Decisions on poorly performing or underused sites are often made on instinct or historic precedent rather than structured appraisal, leaving value unrealised and missed opportunities for regeneration, disposal, or redevelopment.

Getting this right needs a structured review, not a one-off valuation, one that looks at a site or portfolio the way a developer would, while still protecting the client's long-term interests.

who we are

Ground Up Consulting's Site Value Optimisation service is led by Fiona Astin, a housing and regeneration consultant with over 35 years' experience across the housing association, local authority, and residential development sectors.

Fiona has reviewed registered provider and council-owned sites and properties across the south coast to identify disposal and redevelopment opportunities, including working on the regeneration of one of the largest brownfield sites in the South West. She has led land and asset reviews across major brownfield regeneration programmes, engaging private sector investors and developers to test appetite and structure viable delivery models, and assessing regeneration, redevelopment, and disposal opportunities across existing stock portfolios.

This is site appraisal grounded in having taken sites from review through to active delivery, not in valuation alone.

what we offer

We work with clients in two complementary ways. Engagements are scoped to the site or portfolio, not to a fixed product.

Site and portfolio review. Structured review of council or housing association-owned sites and properties to identify disposal, redevelopment, and regeneration opportunities across a portfolio. The "what have we actually got, and what could it be" engagement.

Delivery model appraisal. Testing private sector appetite and structuring viable delivery models for individual sites, including mixed-use and placemaking options to maximise value. The "how do we actually realise this" engagement.
